Stuck on starting windows screen

Factory Reset:

You could try to do a factory reset on the computer (you can find it in settings and lookup factory reset) but before you do make sure that you backup all of your important files/files you would want to keep(Photos, Documents, etc.) because it will delete All of your files

Upgrading to an SSD:

If your computer has a hard drive, you could try to upgrade it to an SSD which will make loading times much faster but also make sure to backup and/or transfer your files to the SSD
