My webcam images went from being highly static-y for a while, to now no longer working. When I launch an application that uses the camera, no image appears and eventually MacOS suggests (within the image window) that I try restarting my computer. That hasn't worked. I suspect it's a hardware issue, but I am not yet sure how to attempt repairs.

It's sounding like there is an issue with the connection between the camera and the board that drives the camera. My suggestion would be to attempt to reseat the cable that is between the camera module and the board connected to it and see if there is any change in the camera quality.
