What OS (Operating system) are you running?
The Dell Vostro 3480 is starting to show its age these days, the biggest performance boost you could give it would be to clone your internal HDD (Hard Drive) onto a newer SSD (Solid State Drive) These newer drives are far faster than their older counterparts and will be the best upgrade you can give it to improve its performance.
