When I press the wifi icon it doesn't work until i go to wifi settings and keep refreshing the page! I've struggled with this problem although i updated the phone whenever an update is available

If it works OK in safe mode but not in normal mode then usually a downloaded app is the cause of the problem.
A downloaded app is one that you downloaded and installed on the phone and wasn't pre-installed on the phone when you first got it.
You will need to uninstall each downloaded app one by one, and test the phone in normal mode between each uninstall to find out if the WiFi activates OK or not. When it does then the last downloaded app that was uninstalled was the culprit.
