Why the hand detect sensor not working?

The On/off touch controls are working fine but the sensor which used to detect the hands are not working and it is not pumping the soap.

The problem is either with the thing that pumps soap or the sensor. You probably need to replace your sensor. You should troubleshoot it before you replace the sensor.
