Jason, that's really not enough information for us to go by in trying to help. Do you mean it's locked to a Google account? Is the account not yours? Did you forget the password? Or are you stuck on the lock screen because you've forgotten the passcode? Did you buy a used phone that's locked and want to know how to get into it?
As you can see, your question leaves open a lot of possibilities. Unless you can tell us more about it, your question is eventually just going to get archived as unanswerable.
