Lift will not go down.

Lift is stuck. In raised position. Oil level is fine. Shaft from lifting lever ( right side) to linkage control lever ( left side) seems to be working ( not broken, connected properly, etc.) Many loose and chewed or cutwires. PTO works fine. Any ideas?
