Hi,

Slow network connections on your device can be caused by a number of things: poor signal strength, network congestion, or problems with your settings.

Other things that can be problematic are background apps that use the connection and outdated software.

So... check the following things to see if you can speed things up:

Possible Problems and (hopefully) Solutions...

Access Point Name (APN) settings may not be configured correctly, To set the Access Point Name, go to "Settings," then "Mobile network," select your SIM, then "Access point names." Now you can add a new APN (the "+" in the upper right entering the correct Name and save it.

Network Mode; an incompatible network mode, say 2G in a 4 or 5G system can slow things down to set that go to "Settings," then "Mobile network," choose "SIM1" or "SIM2," as appropriate then select "Preferred network type" to choose the best option based on the avai;able network.

Your Oppo A17 may have limitations in processing power and/or older network technology, that can affect speed. To compensate somewhat for this remove, limit network access by or delete any programs that you don't use or need that do this. You can't block access by Google's core 'features' and advertising cr@p, but you can use a firewall to block most apps from undesired use of your connection (many will not work without that, but you can enable them when you wish to use them). A good free firewall, the only one I know that actually works is Netguard, but there might be others I don't know about. In theory keeping the apps updated should also help, but again, the newest versions are OFTEN not really an improvement from the user's perspective. If an app is gobbling your bandwidth, get rid of it if possible. if it's something you MUST have see if there might be a better alternative that achieves the same goal, there are LOTs of choices out there.

Weak signal strength from the carrier can lead to slower speeds. This depends on distance from the cell tower, Things like geographic or man-made obstacles between you and it. Whether there are other nearby cell towers, how far away, how many other people are trying to use them at the same time, (at peak hours or during a public emergency or event you'll see things get much worse) and whether they are 2G, 4G,5G, or what. Mechanically, a loose connection is sometimes the culprit, in this case I doubt it, but if nothing else solves the problem you can open the case and check it using this VIDEO. The antenna lead being put back is at 18 minutes in, that's what you need to look at when you get the back off and make sure it's not loose) Again, I wouldn't do that unless nothing else here works since you MIGHT break something if you aren't careful. Also realize that a slow connection might not be 'fixable' to the degree you would wish considering your hardware's limitations and all the other factors that come into play. Last but not least, it also depends on your carrier, some are better than others, You CAN search on-line for who the best provider in your area is, they are rated in various ways, cost, consumer satisfaction average speed etc. MAYBE a change would help there. The last things to look at are Do you have a data limit or cap? in such cases the speed may be reduced when you exceed the limit and if you use a VPN that also can slow things significantly (if you don't know what that is, you probably aren't using one... BUT you MIGHT be if some app you installed requires one.
