Why It won't turn on?

@ushin sounds like a power issue. First try a new battery. Then check the battery connector/connections. Make sure they are not corroded. Next, you will need to check the power fuses on your main board. For that use the Sony DSC W310 service manual. If all of that checks out okay, the issues is most likely with your DC-DC board. Let us know what you find out.
