The ABS computer in your car has detected a fault in the system and as a result has disabled the ABS system. Your brakes will still work normally, but the anti-lock feature will not activate in a hard braking situation where one or more wheels lock up.
Unfortunately, the light only tells you that something is wrong, but not what the problem is. For that the ABS system must be scanned with a code reader capable of reading the ABS system. Most consumer grade scanners cannot access the ABS system, but higher end versions may be able to; you have to look for one that specifically states it can read the ABS codes from your car.
Here in the US, most auto parts stores will scan the codes in your car for free, but it's a crapshoot as to whether their free scans can report on the ABS system. Of course a Dodge dealer and most mechanics will be able to read it - for a fee.
Anyway, there's really no way to proceed without the trouble codes from the ABS system. Common issues are seat belt sensors and wheel speed sensors, but until we have the codes, it's just guessing.
If you can obtain the codes and want more help, come on back and add any and all codes you got to your question and we should be able to point you in the right direction after that. In addition, you need to include the model year of your car and any submodel information that's appropriate. Engine size and transmission type (manual vs. automatic) would be helpful as well.

Autozone upgraded their original generic readers to including decoding abs errors. I would call ahead to verify whether they can read Dodge Dart abs errors.
