You want to make sure the actuator/linkage for the turbo is not damaged or worn first, as well as checking any vacuum lines and connectors - if you can do so, take any connectors you see off and then spray CRC QD on any connectors you disconnect. Reconect everything and then clear the code and then drive it for 10-15+ miles to see if the codes come back. You need an all systems scanner for this to properly clear and test it, a cheap one will not work.

If it continues, I would check the health of the turbo - look for anything in the tubing and see if the bearing runs freely - if it seems tough to spin by hand, you may need to replace the turbos as the bearing is going out. If you do not see anything in there and it spins freely, you may want to try to change the actuator linkage if it isn't part of the turbo.
