Unable to install my dongle.

I plug my dongle into the usb and click to install but it comes up with a message saying.....THE APPLICATION HAS A PENDING REBOOT. PLEASE REBOOT AND RESTART THE INSTALLER.

Also in MY COMPUTER the icon states...CD Drive (F:) 3connect. I dont understand why its picking up as cd drive.

Please can you help?
