Hi,
-It seems that power is not being supplied to the laptop by the charger to either charge the battery, which may now be discharged or to turn on the laptop

Things to try to resolve the problem:
Check if the charger is supplying 19V DC at the charger cable output plug.
If you don't have a DMM (digital multimeter) try connecting a different known working compatible charger and check if it can charge the battery and turn on the laptop.
If still no good, check if the laptop's [link|https://www.ebay.com/itm/DC-POWER-JACK-CONNECTOR-PLUG-FOR-ACER-ASPIRE-ONE-D270-1182-D270-1375-D270-1401-/131191570726?_ul=IL|DC-In jack] is OK and that the voltage from the charger is actually getting to the motherboard. (supplier example only to show what the part looks like). Here's the ifixit [guide|62855] guide that may help. It is useful as it shows how to open the laptop so that access to the DC-In jack is possible.
