Doesn't sound good here. Is the lens unit extending do you hear odd sounds (other than normal)?
The error implies the camera can't get into the correct state to take a picture. This could be a damaged lens unit which is not able to fully extend out or the lens cover is unable to clear the lens. Did the camera get dropped or banged? Did something get spilled onto it?

i can hear odd sounds. it got dropped but the display is coming with turn off and then turn on
