fujitsu Laptop neither charges nor it can on

once i did full charge and used it till 3% battery level, the laptop shut down and never opened. while i charge the laptop the light on the charger blinks but after i disconnect the charger from the laptop the light on the charger don't blink instead it glows continuously. Please any one suggest the problem of this context?
