Fan motor hums/buzzes when turned on. Blades turn very slowly.

My standing fan stopped working and whenever I turn it on I hear either humming or a loud buzzing noise and the blades turn very slowly. The blades spin by hand easily enough when the fan is off, so I'm sure there are no problems with mechanical friction or obstructions. However, as soon as I turn the fan on the blades suddenly get a lot of resistance to them. I even tried to get the blades spinning at a moderate speed before turning the fan on, but when I do the blades stop quickly as if the motor acts like a magnetic brake.

Looking online, the most common diagnosis to this problem was a faulty motor capacitor so I took that out and replaced it yet the same issue persists. Another solution I found is to check the leads on any sort of starting clutches but it appears that this particular motor is a simple, single capacitor motor.

Is this a recent occurrence? Has it been dropped recently? Do you see a reduction, in noise when speed is lowered?

Well, a piece of curtain did get briefly stuck into the fan blades the day the fan broke. However, the fan ran just fine for the rest of the day. It was only when I turned it off and tried to turn it on again when this issue appeared.

The noise does not change much when changing between low and medium speed, but it will have a higher pitch when the fan is in the high speed. There is no increase or reduction in the noise itself.

I have the same problem on my heat pump fan. I've replaced the capacitor too. I tested the motor with a piece of tape on the axle like a flag, turning it to various positions like a clock and powering up the motor. In some positions it spins perfectly, in others it buzzes and moves slowly. After taking the 40yr old motor apart, it's very dirty inside and I think the aluminum contacts on the rotor are just worn down. I've ordered another. Have you resolved this?
