I’m NOT a fan of APFS. Yes, I like being able to add an expandable volume instead of fixed size. But when you throw in a protected volume for the OS and other consideration.
I can’t decipher the schema YET. But I got an error “can’t write to volume” when adding files. So I’m hoping someone smarter can help me through reformatting the boot drive. Currently it’s

Yes APFS is very confusing!!!
It also limits you on what tools you can use to access your files as the schema doesn’t allow third party tools to access the volumes. Which is great is you are paranoid about security of your stuff, but like a bank vault which you forget the combination you too can’t get in either ;-{
So what to do???
Unless you are needing the newer macOS services or apps which are dependent on the newer macOS API’s I would roll back to HFS+ file system using Sierra! It is still the best OS for these older systems. Your MacBook Pro is a SATA based system (mSATA III interface - 6.0 Gb/s) which runs better with HFS+ Vs APFS. OK, you want APFS then you need to wipe your drive fully and rebuild it as you have 6 volumes! You should only have one container (disk 1) with one object (JCW - Data) you appear to have two of these! and an Untitled as well. Basically you have no free space! 13.59 GB. A 250 GB drive should not be this full! You should leave no less than 1/4 of it 64 GB free. Ideally, if you are doing any music or video production you want 1/3 free (85 GB if not more) as your OS and apps need elbow space! I also don’t recommend going any higher than macOS Mojave (10.14.x) if you must.
So time to backup your drive setup a USB thumb drive with the macOS you are going to use How to get old versions of macOS then setup bootable USB thumb drive first formatting it to GUID and a journals file system using Disk Utility and then following one of these guides How to create a bootable macOS Sierra installer drive or How to create a bootable macOS Mojave installer drive Then boot up under it and wipe the drive and start again!

Ok, yup: backup/reformat. I agree. And Yes, I need it set up with APFS for testing. I was naive enough to think the tool I was using (from Appl;e) would be smart enough not to have multiple volumes/containers.
If I was flying solo, sure I'd not go higher than the last solid HFS+. But Apple wants the latest OS when you're experiencing problems as an developer. Seems they only fix the functionality on latest OS.
So I need that container for the OS and one for protected memory. THEN I have my area.
BTW: I have the bootable installer USB drives. Seems I may also need DVDs as well.
@capwalker666 - There is an easier way! How about using an external drive for your other MacOS then just restart using The Option (⌥) key to switch between the different drives.
Frankly, I think you really want a larger drive than what you have now, so maybe you want to get a bigger blade SSD and using a case to hold your old drive. Using it as your test environment.
@danj Sure a bigger disk. My first developer system had a 1gb ssd. Until I get rich I have a OS server with a 4 TB drive. The idea being to use it as possible. If I can run the APP from the server, like iTunes, I do.. Sometimes it's just data storage.

@capwalker666 - Your system needs to fully boot up, but you don't need to login as your remote system can be used to do that.
