stuck in a TPM loop

my surface pro2 is stuck in a TPM loop where it won't cycle to safe mode. i've tried the hold volume + power deal a few times and in various iterations. no go. some suggested "service" but microsoft laughed heartily as this surface has long seen its day. i love this old tank. help if you can!

Are you able to get the Bitlocker recovery keys? If not, you cannot decrytp the disk, but you can wipe it clean and install everything new.

How do i wipe it clean no matter what i do it just loops back to the tpm screen?
