Transmission has no up shift

Is it an automatic? Most likely it's the Auto Trans Computer. A common problem throughout the 1990's built models. I've personally repaired thousands. Problem often starts with electrolytic capacitors and you can smell it. Leaking / exploding ones often pop the uP chip. Can also be the sensor, but you will need to measure to see if it's switching.
