Try connecting an external monitor (TV?) to the laptop's HDMI port and check what its display is like.
Press the Fn + F4 keys (both together) to toggle the display between the laptop and the external monitor.
If the external monitor is OK then the problem is either the video cable or the laptop LCD panel.
Either way the laptop will have to be opened and checked
