Which version Samsung Galaxy Tab E 8.0 tablet do you have?
The SM-T375 is a WiFi only tablet so unless you connect to a WiFi network which has access, you can't make any calls.
The SM-T377 is the 4G/WiFi version, but you would need to insert a SIM card to be able to make calls.
