CB neither receiving or transmitting

I have a Cobra Ultra Mini AM/FM. The power turns on and displays function. I have a Viper mobile antenna connected by 15 feet of cable. The SWR meter, Sure Com, shows no SWR reading and while the radio powers on, there's no reception or broadcasting. What am I doing wrong?
