I have a black screen SNES and notice this… are these supposed to be missing?
I am new to repairs (literally my first console) any help for diagnosing appreciated!
Are there any good websites for diagrams that display a normal working SNES and other consoles and what they should look like?

Boards aren't always fully populated with components. It depends on where the board is intended to be used.
For example, there's a PAL version and an NTSC version of the console so it may be that the one board is made for both versions but not all the same components may be required to be used for each version.
Here's the PAL SNES Schematic that may help.
Start at the beginning and check if the +5V and +9V DC power supplies on the board are OK when 9V AC is connected to the console.

I think so, since the surface of the solder is new and smooth. If there used to be components that somehow fell off, then there's going to be some marks on the surface like dents or imprints of the original component.
However... those resistors and other components around these empty solder pads look suspicious.
See what I mean? they look like they've been heated and were out of place. I don't know whether it's an issue with Nintendo's manufacturing quality back in 1992, but they are usually signs of a motherboard repair(done by not-so-professional people). In that case, there might actually be components on the empty solder pads, and they fell off because the person who repaired the motherboard heated the area too much.

It seems like there are indeed stuff missing originally, but those out-of-place components are still sus. Did you buy the console new or secondhand? If it's new and haven't been fixed, then the issue might be something else. The first thing you should check is the various ports since they're usually worn and damaged after such a long time of usage. The capacitors are also a common point of failure.

I bought the console off eBay as spares repair with black screen fault!
I’m very new to repairs but I figured this didn’t seem right. All ports for the display are ok and have continuity.
Both the RF and Multi are picked up by the tv but do not display video or sound, when I turn the system off the tv flickers as the signal is disconnected.
Would you recommend re-joining the “wonky” components?
Also what is the best method to test these components with my multimeter?

actually, after asking a friend of mine who have an original SNES console about those "wonky" components, he said that he had those as well and he bought the console new. I guess Nintendo's quality is just not that great back then. @jayeff's answer is probably more accurate, as my answer was based on the assumption that the console has been fixed previously. As to the diagnosis part, I have next to zero experience. I got as far as replacing the power supply on some old consoles, but that's just about it. Sorry but I can't really help you on that part.
and yes, as @jayeff had mentioned there are different versions of the SNES that uses the same motherboard, so missing components are probably normal on yours.
