Why does my screen go to static
Sometimes when I turn my laptop on, the screen will be full static with some colored lines on the right side of the screen

Try connecting an external monitor (TV) to the laptop's HDMI port and check if the same problem occurs on the monitor's screen. Don't forget to press the Win + p keys (both together) to choose the display options e.g. duplicate, second screen etc.
If the display on the external monitor is OK, there may be a problem with the eDP (video) cable between the motherboard and the LCD panel or in the LCD panel itself.
Switch the display back to the laptop's screen and then very slowly move the laptop lid back and forth and check if when doing this that you can either make the problem stop (if it is there) are start (if it isn't).
If you can, then it looks like the might be a problem with the cable, either a loos connection (motherboard end or LCD panel end) or it is damaged where it passes through the hinge to get from the base to the lid.
If you can't then it might be a LCD panel problem.
Here's a video that may help as it shows how to open the laptop and replace the panel, but you can also check the cable as well.
