Does it turn on with the charger connected and switched on?
If not try the following:
Switch off and disconnect the charger from the laptop (if connected) and then remove the battery from the laptop.
(Here’s a link to the service manual scroll to p.47 to view the procedure to remove the battery)
Press and hold the laptop’s Power On button for 30 seconds to drain any residual power from the laptop.
Connect and switch on the charger to the laptop. (leave the battery out at this stage)
Turn on the laptop.
If it starts, allow it to boot all the way to the Windows desktop. Once there allow the HDD activity to settle and then shutdown the laptop in the normal manner.
Once it has completely shutdown, switch off and disconnect the charger from the laptop.
Reinsert the battery into the laptop.
Reconnect and switch on the charger to the laptop
Turn on the laptop.
If it starts, allow it to boot all the way to the Windows desktop. Once there allow the HDD activity to settle and then check the battery charge status.
If it is charging allow it to fully charge before switching off and disconnecting the charger.

tried that and nothing happened. there is a light by the charger port but no other lights
Try the above again but this time remove the RTC battery from the motherboard as well as the main battery from the laptop before pressing the Power button for 30 seconds.
Go to p.56 in the service manual (linked above) to find the necessary steps and procedures to remove the RTC battery.
When the RTC battery is out, measure its voltage. If it is <2.5V DC replace it. The part number can be found at the top of p.56. Although if it is a CR2032 battery (marked on battery) it is commonly available e.g. supermarkets. It is a non rechargeable battery that lasts about 5 years and when it gets low, the BIOS can become corrupted preventing a normal start
