Gordon Young that camera does not charge the battery. You will need a separate battery charger. Make sure that your battery is still capable of holding a charge. so you need to check your battery chargers in-voltage, and your out-voltage. If those are okay, I recommend to replace the battery.

Hi,
If the charger is used with a wall plug power adapter, have you checked that there is 8.4V DC on the output cable plug of the adapter? example to show specifications of the adapter(s)
